My recent experience with TopView Sightseeing in New York City was profoundly disappointing. From misrepresentation at the point of sale to inadequate service delivery, the entire encounter was riddled with issues that warrant serious scrutiny.
Below, I outline the details of my complaints to provide insight into why I would strongly advise against using this company.
Misrepresentation at the Point of Sale
The problems began when I sought to purchase tickets for a Big Bus tour. The sales representative for TopView Sightseeing, stationed in front of the Hyatt Grand Central Hotel, assured me that their service was identical to Big Bus. This turned out to be blatantly false. After purchasing the tickets, I discovered that they were exclusively for TopViews buses, which do not have the same quality or coverage as Big Bus.
This misrepresentation is not a simple misunderstanding but a deliberate tactic to mislead customers into believing they are purchasing a comparable service.
Adding to this deceit, the sales representative claimed the tours would run until 7:00 PM. In reality, the last bus operated at 5:45 PM, leaving me stranded and unable to utilize the service as advertised. These discrepancies reflect a lack of integrity in the sales process and a fundamental failure to provide accurate information.
Overpricing and False Discounts
The price I paid for two 48-hour tickets was $182, which the representative claimed included a discount for Hyatt guests. However, not only was the discount not applied, but the amount I paid was significantly higher than the $150 price listed on the companys website.
To make matters worse, I highly doubt that TopView has any formal partnership with Hyatt, given that Big Bus is the official partner for Hyatts guests. This misleading pricing strategy leaves a bitter aftertaste and highlights the companys disregard for transparency and fairness.
Subpar Quality and Misleading Marketing
One of the reasons I initially chose Big Bus was their fleets winter-ready design, featuring closed-top buses for a comfortable ride in cold weather. The TopView buses, however, had no such features despite advertising winter buses. The reality was far from their claims, and my experience was marred by freezing conditions on their open-top buses.
This false advertising is unacceptable, especially when comfort is a key consideration for tourists in winter.
Long Waiting Times
Another glaring issue was the unreasonably long wait times between buses. At Times Square, a location with high tourist traffic, I was told to wait 40 minutes for the next bus. This delay is entirely out of line with the level of service one would expect from a hop-on, hop-off tour. In contrast, Big Bus operates with far more frequent schedules, ensuring that passengers are not left waiting in the cold for extended periods.
Inadequate Handling of Terms and Conditions
TopView Sightseeings reliance on their terms and conditions to deny refunds is unfounded in my case.
At the time of purchase, no terms or conditions were provided, nor were they mentioned or made available to me. As someone with a legal background, I understand that a contract is only enforceable if its terms are explicitly agreed upon. Since I was not given the opportunity to review or accept these terms, they cannot legally be applied to my purchase. Despite raising this issue multiple times, TopView has ignored this fundamental contractual flaw.
Ineffective Customer Service and Insufficient Resolution
TopViews customer service further compounded my dissatisfaction.
After submitting a formal complaint, I received responses that failed to address the core issues I raised. The company repeatedly referenced their terms and conditions as justification for denying a refund, ignoring my argument that these terms were never agreed upon. Their offer of a Liberty Cruise ticket as compensation was inadequate and did not address the monetary loss or the broader issues of misrepresentation and poor service.
When I escalated the matter, I encountered copy-pasted responses from customer service representatives, demonstrating a lack of effort or care in resolving my concerns. Even after outlining my case multiple times, including citing legal grounds for contract invalidation, the company remained steadfast in their refusal to issue a refund.
This dismissive attitude is indicative of a company that prioritizes profit over customer satisfaction.
Conclusion
TopView Sightseeings practices are riddled with dishonesty, inefficiency, and a lack of accountability. From being misled into purchasing tickets under false pretenses to enduring substandard service and ineffective customer support, the experience was nothing short of a nightmare. The companys refusal to address valid complaints or provide adequate compensation underscores their disregard for ethical business practices.
As a final recourse, I have disputed the transaction with my credit card provider and filed complaints with relevant consumer protection authorities, including the the DCWP, the Better Business Bureau and the New York State Attorney General. I also intend to make my experience widely known through reviews and online forums to ensure others are not subjected to the same treatment.
In summary, I strongly advise avoiding TopView Sightseeing.
Their misleading sales tactics, poor service quality, and unwillingness to resolve legitimate complaints make them an unreliable choice for tourists. Choose a company that values its customers and delivers on its promisesTopView, unfortunately, falls far short of these standards.

Their website is not working well; it gave me an error when I submitted my card three times, then I used another card and this time it was okay. However, I noticed they charged my first card three times and when I asked for reimbursement, they kept 25% on one of my purchases!
I lost a lot of money in the exchange rate as well.
So, I nearly lost 90 dollars due to their mistake! Also, the buses do not arrive every 10 minutes as they claim on their site.

If I could give zero stars I would!!! I am a disabled veteran and have never seen such disrespect in my life.
I climbed to the top of the bus almost falling up and down due to knee issues. We couldnt see a thing as the top widows were filthy! The next attempt to ride I asked about seating below to accommodate my disability and was told we have wheelchair accommodations otherwise its first come first serve. I explained my issue and was told what do you want me to do I witnessed the employees fighting (verbally).
We waited in lines for over an hour and finally decided to take the subway. On and off just doesnt happen with this organization! I paid for the 2 day package for 4 people, we took the liberty cruise and got 3 rides on the downtown tour. We were never able to access any of the other offerings and did not get our butter beer and mug at the Harry Potter store.
This place is the worst NY has to offer.
I have requested a refund, partial since we did utilize the service a very limited amount, the offered 4 tickets valid for a year. I live 700miles away and have no intention of returning to NYC in the near future, nor would I use this service again!
Deceive
We bought the uptown & downtown bus tour. When we got off the downtown bus we were told to go to 47th st that a bus would be there.
We waited 1 hour 15 minutes for a bus. The driver is in training & the lady training him is rude to the customers. While training new drivers she was saying "you can be on your own tomorrow I have sick days" Central Park is nothing if you want to see a park go to Jersey we have parks 25 miles deep. An elderly gentleman that didn't speak English well asked what channel to listen to the tour & she said do you not speak English, so another rider was exploring him that it's just music playing that they were not playing a description of the tour or sites.
She then started yelling "sit down the bus can't move while you're standing" people came down to ask others if they wanted to get off she then yelled "are you getting off". "45 years of transportation i told you that"

Verified Reviewer | New York, New YorkSCAM service was non-existent
On June 8, 2024, I purchased two tickets for a Top View Sightseeing tour of London. A map of bus stop locations and a timetable were not available.
I had to do a few additional Google searches to locate a bus stop that they use. I even called the customer service phone number while at the stop. The number rang once then hung up. We waited for over an hour at a designated stop, and the bus never arrived.
I inquired about this bus company with a tourist organization in London, and I was told that Top View Sightseeing is a scam and many tourists have had a similar experience. They sell fake tickets and don't provide sightseeing services. The company headquarters is located in NYC. They advertise that they provide tours of London, but it seems that they are falsely advertising a service that doesn't exist.
I simply would like a refund because I did not use the service, and have no plans to travel to NYC or London. We had limited time while visiting London, and this experience wasted a good 3 hours out of our day, and £61.00 that we spent from our limited budget.
- Scam
- No buses running in london
- Do not exist

Unfortunately I took this "online recommended tour" to visit NYC. I visited the city for the first time and bought the 3 days guided tour offered by this enterprise.
It was supposed that we have to visit the Manhattan and Brooklyn Bridges, but didn't happen. The second day I reserved a night guided tour with other 3 people, and now we are waiting for an hour to "start" the tour. Nobody says anything about the problem, just a person saying that the guide is in another bus.
Terrible. Don't waste money!

Verified Reviewer | New York, New YorkTerrible customer service
I have been on the whale watching cruise twice, and on the city lights dinner cruise three times. The first time was an absolutely horrible experience, and I received a credit for our group of five.
Since then, I have been trying to use up the credit. You would think they would issue me a coupon with the amount of credit balance that I have so I could book the trips myself through their website, but no, they have to make it complicated. In order to use my credit, I have to go through their Zendesk, who only responds to emails at midnight and is not very efficient. I went to the website, found the cruise I wanted, which was on a discount of 41%, and I wanted to book it for three people and use my credit.
Five days later, and we're supposed to go on the boat tonight, and I still don't have a confirmation back from them. When they did get back to me, they were trying to charge me more money than it says on the website, and even though I sent them multiple screenshots of the price on the website, they are still charging me a higher price before I can use my credit. I actually finally got someone on the phone today, and they were not helpful, nor were they pleasant at all. They never said 'Thank you' or 'Good morning' or anything kind or nice.
He listened to my problem and then simply said, 'I'll have a manager look at it,' and that was the end of the conversation. That was four hours ago, and I'm still waiting for somebody to tell me whether or not I have a booking for tonight's boat ride. We're trying to plan our day, but we need to know if we're going on that boat so we can cut our activities short in time to make the boat ride. The cruises are nice, the food is mediocre, but the photo ops are spectacular.
Of course, you could get the same photo ops by riding the Staten Island Ferry and save a whole lot of money. But we wanted the whole dinner experience with the DJ and everything, and I've done it before and enjoyed it all except for one time when it was a disaster. The problem is if you have any issues where you need to contact customer service, you are at their mercy, and it is not easy to contact them and they are not very friendly or efficient. Customer service is the absolute easiest thing to do in the world.
All you have to do is be kind, pleasant, and empathetic. They fail on all these counts. If I could give them a minus five for customer service, I would. Also, beware because when you book, the prices you will see what your price is and then on the final page you will often see additional fees for gas and docking.
When you operate a boat for tourism, gas and docking are operational costs and I should not have to pay additional fees for those things. I don't pay additional fees for your staff, do I? Or for toilet paper in the bathroom, do I? That's just taking advantage.
You really have to beware. They have a good concept and if they did some work on their customer service, they could really improve the product they are providing.
- Great views great concept
- Website quotes one price and the price changes the minute you click buy ticket
- Misleading pricing and terrible customer service

Dont even bother with this company, I bought two days of sightseeing hop on hop off, used it once, and it was ridiculous. How long it took to get from one point to another, it takes forever for people to get on the bus therefore, you are waiting at a stop forever.
Called the company to see if I can get a refund for at least one of the days. I did not use any of the extras that came with the package. They refused wont even give me a partial credit. So much for customer service.
Use a subway or even a bike youll Get there faster. Buyer beware

Verified ReviewerRequest for Reimburse me due to Unsatisfactory Experience with Top View Bus Tour
in Reference to Order #421438****35 on March 31, 2024 amount paid $209.
I am writing to express my disappointment with the recent experience I had with Top View Company during my visit to New York City. I had 24 hours in NYC and I thought it would be best to use your services to be able to explore the city.
I had purchased tickets for the hop-on-hop-off bus tour, expecting a convenient and enjoyable way to explore the city's landmarks. However, the service provided fell significantly short of my expectations.
During the tour, I encountered multiple instances where the bus driver had to stop for an extended period of time at each stop. These prolonged delays were not only inconvenient but also disrupted my plans for the day. I planned to use the bus to go to different attractions that are listed on your route.
In one instance, I even missed my scheduled entrance due to the excessive wait times.
The drivers repeatedly apologized for the delays and cited the need for approval from their supervisor before proceeding to the next station. This lack of efficiency and organization on the part of Top View Company is unacceptable, as it resulted in a negative impact on my overall experience.
Despite voicing my concerns and witnessing others express similar frustrations, there was no improvement in the situation throughout the duration of the tour. At some point, when it became apparent that I would miss my entry time, the driver advised me to take a taxi instead.
As a result of these persistent delays and disruptions, I feel that I did not receive the service I paid for, and my experience was far from enjoyable. Even for the scheduled fairy, the bus did not arrive on time to its destination and I had to take yet another taxi to arrive to the fairy before the scheduled time.
It was nerve wracking and constantly kept me anxious.
Therefore, I kindly request a reimbursement for the cost of my tickets. I believe it is fair and reasonable to compensate me for the inconvenience and disappointment caused by the substandard service provided by Top View Company.
I would appreciate it if you could process the refund at your earliest convenience.
Thank you for your attention to this matter.
Preferred solution: Full refund
